Against the public's and Ventura Safe Housing Coalition (VSHC) recommendations, the staff has created an extremely torturous 2nd unit legalization process to limit safety and legalization to as few as possible.
Homelessness, desperation sales, higher rents and foreclosures will result if they persist with the 1987 restriction because 23 years of safe affordable housing can then be shuttered.
The staff and council have callously ignored the recommendations of the VSHC that would have included 75% of Ventura's properties, including 2nd units, in a grandfathering program that would have included a safety inspection and payment of original fees.
Staff is also planning to turn over 11 more properties to the County for a collection process that can end in foreclosure on the same agenda item #11. A citizen will only have time to address one issue. It appears they want to limit civic engagement.
The VSHC recommended that this harsh collection practice be ended. Every other city in Ventura County collects fines through small claims court or collection agencies.
Ventura has already turned 145 people over to the County for collection who have never been offered time payment plans or a hardship waiver.
There is no appeal process to consider financial hardship in Ventura

Local Appeals Board and former Ventura Safe Housing Collaborative Members,
City Council will conduct a public hearing on June 20, 2011 (this
coming Monday
) at 6pm to:
1) Begin the official adoption process for a 2nd Dwelling Unit Amnesty and Legalization program,
2) Begin the official adoption process for a Building Records Report program.  This is a real estate resale report very similar to the City of Oxnard, and
3) Approve the annual delivery of unpaid fines (tickets) to the County Assessor for collection

Most City Council members appreciate receiving the comments from stakeholders before the hearing (especially if those comments are submitted in writing).  We send this message directly to you for your
review and to give you an opportunity to provide comments to City Council before Monday night's hearing.  After you have reviewed the attached report, you are encouraged to contact City Council directly
with your opinion of the proposed local legislation.
